I still don't know how you get to that point from socialism. Cause remember he was originally a socialist.
Socialism (outside of the utopias that people are going to "counter" this with) inherently requires The State to have power. Even if you aren't going full planned economy, you still need an entity who has the power to negotiate with whoever provides the various forms of socialized care and to ensure it gets to those who need it. Similarly, you need an arbiter to understand who needs it for much of that care.
So it is very easy to see how a power mad bad actor can see that as a path towards fascism. What if the powerful State stops acting in The People's interest and instead acts in theirs?
In a lot of ways it is similar to capitalism. In theory, having different entities competing to provide the best product for the best price is great and it has very demonstrable benefits for society. But when an entity gains too much market share or multiple entities collude, it all goes to shit.
