Posting syntax shortcuts not always present

The reply box as a top level reply has shortcut buttons for those of us who don't always remember underscores for italics, etc, but the reply box for replying to a reply does not. Is that by design? Not the end of the world (the box at the top is easy to get to 🙂) but I am kind of curious.
