A City bus doesn’t actually fit the analogy. Israel didn’t randomly distribute explosive pagers to anyone. They went to a terrorist organization.
They blew up the pagers without knowing where they would be, who they would be next to, or who would be holding them. That’s how the children died. These weren’t bus size explosions, you could be in an elevator with someone wearing the pager and survive.
