It's long struck me as odd that land, power, water, and cooling intensive infrastructure doesn't take root in more remote arctic and sub-arctic locations where the cooling is mitigated, hydro plants exist to provide local power, excess heat can be used for other activities like heating other buildings or greenhouses, and even keeping some water ice-free through the winter has benefit. The big obstacle of course is the fibre plumbing for getting the data to and from the site, but that seems pretty solvable.
